Alaska Regulations § 6 AAC 25.585 Rejection of special needs ballot

Up to Article 3: Absentee Questioned, and Special Needs Voting

The ballot of a voter voting a special needs ballot will not be counted if
(1) the voter's qualifications under AS 15.05.010 and registration under AS 15.07 cannot be verified;
(2) in the case of a voter voting in a presidential election, the voter's qualifications to register and vote under AS 15.05.012 - 15.05.014 cannot be verified;
(3) the voter's registration has been inactivated under AS 15.07.130 (b) and the voter's prior registration for either of the two most recent general elections cannot be verified;
(4) the voter did not request a special needs ballot through a representative as required by AS 15.20.072 (b) ;
(5) the ballot and voter certificate is received by an election official after 8:00 p.m. Alaska time on election day;
(6) the voter's representative did not complete the representative's section of the special needs ballot certificate and sign either the register provided by an election official or the representative's section of the special needs ballot certificate;
(7) the voter's representative who requested the special needs ballot did not sign and date as the attesting official;
(8) the voter's certificate is not signed by the voter or, if the voter's disability precludes the voter from signing, the voter's representative; or
(9) the voter's identification is not identical to the identification information in the voter's registration record or in a database to which the division has access.
