Delaware Statutes § 2101 Right to appeals; persons entitled

(a)
From the decision of
[any of the departments]
the Department
or the registration officers granting or refusing registration or removing or refusing to remove names from the registration records, any person interested or any member of
[such department]
Department
or any registration officer may appeal to the court.
(b)
The word "court" as used in this chapter shall mean either the Resident Judge of the county
in which the person appealing the decision resides
, or, in case of such judge's disability or absence from the county, any judge entitled to sit in the Supreme Court.
