A person who compensates a petition circulator as defined in s.
97.021
based on the number of petition forms gathered commits a
felony
[misdemeanor]
of the
third

degree, punishable as provided in s.

. This section does not prohibit employment relationships that do not base payment on the number of signatures collected.
