Hawaii Regulations § 3-160-71 Determination of complaint; summary dismissal

The commission may determine without regard to chapter
91
, Hawaii Revised Statutes, to summarily dismiss a complaint if:
(1)
The complaint fails to comply with the requirements of section
3-160-70
;
(2)
The complaint fails to provide statements that were based upon sufficient knowledge or information to form a belief that the statements are true;
(3)
The complaint fails to provide sufficient statements to support a claim that a law or rule may have been violated; or
(4)
The complaint clearly lacks merit.
