Hawaii Regulations § 3-161-3 Commencement of proceedings

A proceeding under chapter
91
, Hawaii Revised Statutes, shall commence by the filing with the commission of;
(1)
A petition or complaint for contested case proceeding;
(2)
A petition for declaratory relief; or
(3)
A petition for rule relief.
(b)
Upon the filing of a petition or complaint, the commission shall docket the petition or complaint and assign a docket number to the petition or complaint.
(c)
For good cause shown, the commission may waive or suspend any rule. However, no rule relating to jurisdictional matter shall be waived or suspended by the commission.
