Hawaii Regulations § 3-161-30 Contents of petition for contested case proceeding; preliminary determination

(a) The commission's executive director or any aggrieved person may petition the commission or hearings officer for a hearing to resolve a contested matter within the commission's jurisdiction. The petition for contested case proceeding shall state plainly and precisely the facts and circumstances of the petitioner's grievance, the laws and rules involved, and the relief sought by the petitioner.
(b) The commission's preliminary determination of probable cause and preliminary findings of fact and conclusions of law issued by the commission after a meeting conducted under chapter 92 , Hawaii Revised Statutes, may be filed as a petition for contested case proceeding.
