Hawaii Regulations § 3-161-44 The commission's decision

Up to Subchapter 2: Hearing Relief

When the hearing has been held before the commission, the commission, as expeditiously as possible, after the close of the hearing, shall issue a final decision and order together with separate findings of fact and conclusions of law. All findings of fact, conclusions of law, and final decisions and orders issued by the commission shall be based upon the whole record and supported by reliable probative and substantial evidence, including facts on which the commission properly took judicial notice.
