Hawaii Regulations § 3-161-60 Contents of petition for declaratory relief

The executive director or any interested person may petition the commission for a declaratory ruling as to the applicability of any statutory provision or of any rule or order adopted by the commission to a factual situation. Each petition shall state concisely and with particularity the facts giving rise to the petition, including the petitioner's interest, reasons for filing the petition, and the names of any potential respondents, the provision, rule, or order in question, the issues raised, and petitioner's position or contentions with respect thereto.
