Chapter 1 , Hawaii Revised Statutes, consisting of HRS §§ 1-1 through 1-32 , may be consulted in the construction of all statutes and administrative rules. If the chief election officer or a court of competent jurisdiction determines there is a conflict between these rules, and the provisions of federal law, such as the Voter Rights Act of 1965, National Voter Registration Act of 1993, Help America Vote About of 2002, the provisions of the federal law shall control, and the chief election officer or the clerk, as may be applicable under state law, shall perform the duties and discharge the obligations contained in the federal act.
