(a)
Notwithstanding any law to the contrary, as it relates to ballot packages requested pursuant to HRS §
15-4
, any request received by the seventh day prior to an election seeking the mailing of a ballot package shall be processed and the ballot package mailed to the voter. Requests received on the last day specified in HRS §
15-4
will result in a ballot package being mailed no later than twenty-four hours after receipt.
(b)
The clerk may continue to mail ballots to those whose requests have been received after the seventh day prior to an election, if the clerk believes there is sufficient time for the voter to return the ballot by the applicable deadline.
