a)
The person initiating a proceeding shall be designated the complainant. Any adverse party shall be designated the respondent.
b)
Misnomer of a party is not a ground for dismissal, but the name of any party may be corrected at any time.
c)
If a complete determination of a controversy cannot be had without the presence of other parties, the Board may direct them to be brought in. If a person not a party has an interest the order may affect, the Board, on its own initiative or on application, may direct the person to be made a party. Service of process and subsequent pleadings shall be had as directed by the Board.
