The parties to a complaint filed pursuant to this Part may appear on their own behalf or by an attorney at law who is licensed to practice in the State of Illinois. Any person appearing pro se or by an attorney shall file a written notice of appearance with the hearing examiner. The appearance form may be submitted at the beginning of the hearing; however, if no hearing is requested by the complainant, the appearance form shall be submitted to the hearing examiner, pursuant to Section
150.35
, within 15 business days after the filing of the complaint.
