If the county board of elections believes that the proposed order returned under

complies with

, the county board may resubmit the order to the executive director and request a hearing before the State Board of Elections. If the State Board of Elections determines that the proposed precinct establishment order complies with

, the State Board of Elections shall make a written finding of fact that the order complies with

and shall approve the order. The order shall become effective upon its approval by the State Board of Elections unless the order contains a different effective date.
