A.
Transmission of Absentee Ballot.
(1)
An absentee ballot shall be transmitted, to the extent practicable, by the method requested by the voter.
(2)
If the voter does not specify how the voter would like to receive an absentee ballot, the local board shall mail and transmit by any other available means the absentee ballot to the voter.
B.
An absentee ballot may be issued only to the voter or the voter's authorized agent.
