Dear Ms. Rhodes:
Attorney General Mike Moore has received your letter of request and assigned it to me for research and reply, Your letter states:
The Hinds County Election Commissioners respectfully request an opinion on counting un-initialed paper ballots in all precincts in Hinds County where unique and exigent facts and circumstances surrounded the failure to initial paper ballots.
Our office's opinion to you dated November 10, 2003 applies to the facts and circumstances of the instant election not just to one particular precinct.
