Dear Mayor Grantham:

Attorney General Bill Allain has received your letter and has assigned it to me for research and reply.

Your letter states:

"I would like your opinion on a question that has been raised regarding the August 2, 1983, primary election.

"At six o'clock p.m. when the polls closed, the doors to the voting precinct were locked and no candidate or onlookers were allowed in for approximately one hour.

"In your opinion, is it legal for this to be done."

In response, there is enclosed a copy of Section 23-3- 13 of the Mississippi Code of 1972, Annotated, which states how vote-counting shall be conducted in a primary election.
