Dear Mr. Miller:
Attorney General Mike Moore has received your letter of request and has assigned it to me for research and reply. Your request concerns the manner of establishing the winner for your special elections conducted on February 16, 1988. It is my understanding from our phone conversation that the election was conducted and that the results have now been certified. Since, by opinion, this office can neither validate nor invalidate past actions, it would be inappropriate for us to respond to your request by way of official opinion at this time.
