Dear Mr. Stekler:
Attorney General A. F. Summer has received your letter and has assigned it to me for research and reply.
You state that you are doing research on municipal elections for a PhD dissertation and pose several questions concerning an interpretation of Stewart v. Waller , No. EC 73–42–S, United States District Court for the Northern District of Mississippi, Eastern Division, July 14, 1975, and October 21, 1975.
I regret to say that our staffing limitations do not permit us to address your questions. However, there are enclosed for your information copies of three official opinions of this office which interpret Stewart .
