Dear Mrs. Horton:
Attorney General Edwin Lloyd Pittman has received your letter of request and has assigned it to me for research and reply.
Your letter states:
"As a part-time City Clerk, I understand I am not qualified to register voter applicants. What procedure does one follow pertaining to those individuals who registered in the County prior to the elimination of dual voter registration but never registered in the municipality? Are they to register again or upon verification from the County Registrar can their names be placed on the Municipal Poll Book?"
This office has previously stated that the effective date of House Bill 596 which eliminated the dual registration requirement was August 3, 1984. Please see the enclosed copy of an opinion addressed to Ms. Linda S. Coomer dated April 22, 1985.
Therefore, in response to your inquiry, it is the opinion of this office that individuals who registered with the county prior to August 3, 1984, but who have never registered with the municipality would be required to register as a municipal elector and could not be administratively placed upon the voter rolls.
