The Secretary of State will assign to each county a series of numbers that must be used by the county clerk in assigning a unique identification number to a person who does not have a current and valid driver's license issued by the Department or a social security number and wishes to register to vote pursuant to NRS

. Before the clerk may issue the person an identification number, the person must sign an affidavit under penalty of perjury pursuant to subsection 5 of NRS
