The provisions of this subchapter shall not apply in circumstances when it is determined by the Federal government or a court of competent jurisdiction that its application would violate Federal law or regulation or prevent the State, its executive departments, agencies or independent authorities from complying with all of the requirements, conditions and obligations of the Eminent Domain Act of 1971, P.L. 1971, c. 361 (
20:3-1
et seq.), as amended and supplemented.
