Regulation Text
(a)
Every party shall be accorded the right to appear in person or by or with counsel, at his or her own expense.
(b)
Any person compelled to appear or who voluntarily appears before a hearing officer as a witness shall be accorded the right to be accompanied, represented and advised by counsel, at his or her own expense.
