Oklahoma Regulations § 230:10-7-12 Chairman presides

The Chairman of the County Election Board shall preside at meetings of the Board. In the Chairman's absence, the Vice Chairman shall preside. In the absence of both the Chairman and Vice Chairman, the Secretary shall preside. An alternate Board member shall not be required to preside at a County Election Board meeting unless all three regular Board members - the Chairman, the Vice Chairman, and the Secretary - are absent. After calling the meeting to order, the Chairman may delegate the presiding duties to the Secretary.
