Oklahoma Regulations § 230:45-3-15 Paying the costs

If only one person files a recount petition and he is successful, the county bears the entire expense of the recount. If the petitioner is successful in the case of municipal or school district elections, the municipality or school district bears said cost. If said petitioner is not successful, the expenses of the recount shall be deducted from his deposit, and the remainder returned to him. If two candidates seek recounts in the same race, the expenses are borne by the losing candidate. In the event that the winner of the election requests the recount and the recounted results do not change the outcome of the election, the winner assumes the cost of the recount. If the petitioner was required to post an additional deposit, as required by Title 26, Section
8-111
, expenses of the recount may be deducted from the additional deposit if the primary deposit is depleted, but no part of the additional deposit shall be refunded to the petitioner.
