In addition to, and not in lieu of, any other elections processes contained in ORS chapters 246 through 260 and OAR chapter 165, the Secretary of State designates the Restrictions on Political Advocacy by Public Employees manual revised 07/2023. This rule and the associated manual provide guidance and information to the public, public employees, public agencies, and other stakeholders of permissible and impermissible activities. This rule and the associated manual also set forth the procedures the Elections Division will use when reviewing materials created by public agencies.
