(1)
Notwithstanding any provision of ORS
254.470
:
(a)
A county clerk may apply to the Secretary of State for approval of any procedure to be used in lieu of the
[return identification]
secrecy
envelope procedures described in ORS
254.470
; and
(b)
Upon receiving an application under paragraph (a) of this subsection, the secretary may approve a procedure to be used in lieu of the
[return identification]
secrecy
envelope procedures described in ORS
254.470
if the secretary determines that the procedure will provide substantially the same degree of secrecy as ORS
254.470
.
(2)
A procedure approved by the secretary under this section must comply with the prohibitions set forth in ORS
254.470
