Regulation Text
A.
The Elections Division shall maintain a confidential listing of persons participating in the address confidentiality program. The listing shall contain the name of the voter, the actual residence address, the designated mailing address, and the congressional, senatorial, representative, and local district information of the person's residence address.
B.
Twenty (20) days prior to any primary or election, the Elections Division shall forward a sealed envelope containing the list of persons participating in the address confidentiality program, and voting by mail ballot in said election, to the Chair of the State Board of Elections. Said envelope shall be opened only if requested by a law enforcement agency or if directed by a court order (R.I. Gen. Laws §
17-28-6
). If not opened in accordance with state law (R.I. Gen. Laws §
17-28-6
), the Board of Elections shall return the sealed envelope to the Elections Division upon certification of the election results.
