A.
A complaint may be amended at any time prior to a hearing on the merits with proper notice to all parties.
B.
At the hearing, the complaint may be amended with the approval of the hearing panel. When a complaint is amended, either party may request a continuance pursuant to R.
52-715
.
C.
Complaints may be withdrawn at any time prior to a determination of probable cause. After a determination of probable cause, a complaint may be withdrawn only upon approval of the Commission.
