Utah Regulations § R623-8-7 Polling Place Ballots

(1)
An election official shall ensure that the number of voters checked in at a polling place shall be reconciled with the number of voted active ballots received at the polling place.
(2)
At the polling place, an election official shall ensure that the following information is documented:
(a)
the name of each election official receiving and delivering active ballots; and
(b)
how many active ballots were received at the ballot processing center.
