Utah Statutes § 20A-5-905 Software validation - Database security

(1)
Before November 2022, the director of elections within the Office of the Lieutenant Governor shall make rules, in accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act, establishing software validation procedures that an election officer is required to comply with to verify that voting system files have not been tampered with.
(2)
The lieutenant governor and each county clerk shall ensure that a record is made, and stored for at least 22 months, of each time a voter database is accessed by a person, including:
(a)
the name of the person accessing the voter database;
(b)
the date and time of the access; and
(c)
any changes made to the voter database.
